Euro-Med Partnership: regional co-operation to support peace, progress and inter-cultural dialogue

31 October 2007 – Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner will attend a ministerial meeting of Euro-Mediterranean Partners in Lisbon on 4/5 November. The meeting will review progress on the implementation of the 5-Year work programme agreed at the Barcelona Summit in 2005 and outline the priorities for 2008. The Foreign Ministers will discuss how to pursue this reform agenda, to bring concrete results, suggest further activities for the Code of Conduct on countering terrorism and discuss the Middle East Peace Process and situation in the region. During the meeting in Lisbon the Commissioner will participate in separate Troikas meetings with the Israeli delegation and the Arab group and take part in bilateral meetings with Euro-Mediterranean partners.

 

The European Commission has proposed in a Communication issued on October 17 priorities for implementation of the work programme, in fields such as political and security dialogue, implementation of the code of conduct on countering terrorism, civil protection, free trade, energy, transport, environment, education, strengthening the role of women in society, inter-cultural dialogue and migration and looks forward to seeing these adopted by the Ministerial meeting. 
 

German Foreign Minister to Take EU Action Plan to Middle East

31 October 2007 – German Foreign Minister Frank-Walter Steinmeier plans to visit the Middle East in the coming weeks as part of preparations for the Mid-East conference due to take place in the United States at the end of November.

According to Foreign Ministry spokesman Martin Jäger, Steinmeier's trip will also include meetings related to the European Union's Middle East Action Plan, a Germany-led initiative discussed earlier this week in Brussels and at the Lisbon summit over Oct. 18-19.

The German foreign minister said that the proposal would help foster Middle East peace by promoting small and medium-sized businesses in the Palestinian territories and building up special economic zones.

EU ready to play constructive role in peace process

Steinmeier added that there was no need to wait until the US-hosted conference on the Middle East next month before going ahead with the EU’s plan. "I told my colleague (US Secretary of State Condoleezza) Rice that we will do everything to ensure that Europe plays a constructive role," he told reporters.

For years the EU has been lending active backing to the Middle East peace process and consequently has close relations with the relevant parties and countries in the region and is the main source of funding for reconstruction and development.

Steinmeier put total financial and humanitarian aid from the EU and its member states to the region at 800 million euros ($1.14 billion) for 2007 so far. 
 

Commissioner Ferrero-Waldner to visit Israel, the occupied Palestinian territory and Egypt 
 

31 October 2007 – Benita Ferrero-Waldner, Commissioner for External Relations and European Neighbourhood Policy, will travel to Israel, the occupied Palestinian territory and Egypt between 28 and 31 October.

In the run-up to the Annapolis meeting this visit aims at encouraging both sides to make further progress in their bilateral talks and at emphasizing the international community's expectations for a substantive result at the meeting in the US. At the same time the visit is an expression of the unwavering support by the European Union for the Middle East Peace Process.

The first stop during the trip will be Israel, where Commissioner Ferrero-Waldner will be meeting with President Shimon Peres, Prime Minister Ehud Olmert, Minister of Defense Ehud Barak and Vice Prime Minister Haim Ramon.

Talks in the occupied Palestine territory will be held among others with Prime Minister Salam Fayyad, Acting Foreign Minister and Minister of Information Riyad Al-Maliki, as well as with Chief Negotiator Ahmed Q'urei. Furthermore, Commissioner Ferrero-Waldner will visit the Qalandia Refugee Camp as well as the Al Karameh School, which was built with EU funds, where Minister of Education, Lamis al Alami, will be present. Representing the biggest donor, the Commissioner will confirm the EU's assistance to the Palestinian people. At the same time Commissioner Ferrero-Waldner will underline her full support for the efforts by the Quartet representative Tony Blair.


Comments:
The EU is really starting to step up the diplomacy prior to the Middle East peace conference in Annapolis (late November). As I have covered before, the EU instrument that “has close relations with the relevant parties and countries in the region and is the main source of funding for reconstruction and development” is the European Neighborhood policy. Benita Waldner commissioner for the ENP is in the Middle East right now “encouraging both sides to make further progress in their bilateral talks and at emphasizing the international community's expectations for a substantive result at the meeting in the US”.

In order for the EU to get the ENP on track, they need to get the Palestinians and Israelis back to the negotiating table and agree to a peaceful resolution to the conflict. Israel and the Palestinians are members of the ENP and the primary goal of the ENP is promoting reform, the rule of law, stable democracies and prosperity – prosperity, security and stability - throughout the neighborhood of the enlarged European Union.

I think that the peace process and conference that is being planned in Annapolis will run parallel to the ENP agreements that are already in place and is necessary for the EU wider plan and the biblical plan. But what if an agreement is reached in Annapolis (or afterwards) and does not have a seven year time table attached to that agreement that many Christians are expecting? If that were the case, many people would be left scratching their heads afterwards wondering what just happened. Don’t get me wrong, I will be watching this conference close and looking at all the eventualities but I wouldn’t be surprised to see the ENP plan and the road map peace plan run parallel or even merge somehow. We may be further along than what many expect but now is not the time not to get Tunnel vision. We need to watch close.
