First I want to congratulate Foreign Minister Amado and the
Portuguese Presidency for their warm hospitality.
Today we stand on the eve of an important moment in this region’s
development. But before I come to that, let us review where we are.
Twelve years into this special Partnership and two years after the
Barcelona Summit, where Heads of State & Government agreed a
substantial five-year Work Plan, we have many achievements to be
proud of:

are moving closer to a Euro-Mediterranean Free Trade Area - the
largest free trade area in the world covering more than 740 million
consumers;

07 November 2007 – This week Euro-Mediterranean Ministers for Foreign Affairs met in Lisbon to review progress on the implementation of the Five-Year work program agreed upon at the Barcelona Summit in 2005 and outline the priorities for 2008. The Foreign Ministers discussed how to pursue this reform agenda, to bring concrete results, to further activities for the Code of Conduct on countering terrorism and the Middle East Peace Process and situation in the region.
Commissioner for External Relations and European Neighborhood Policy, Benita Ferrero-Waldner, who attended the ministerial meeting, said afterwards: "The Five-Year Action Plan agreed at the Barcelona Summit draws the operational map for our common endeavors. After 12 years of progressive cooperation [since the first Barcelona Summit in 1995], we need to mobilize political will, courage and determination to make a reality of the goals we set ourselves in 2005 and to achieve our joint objectives of peace, prosperity and security for the region. Partnerships are principally about people. That is why we will be discussing work in areas in which we need to make progress for the benefit of the people in the region."

Back in 1995, the
Barcelona Process, launched by Euro-Mediterranean Foreign Ministers,
formed an innovative alliance based on the principles of joint
ownership, dialogue and cooperation. The priority of the
Barcelona Process was to develop the regional dimension of the
Partnership between Europe and the Southern Mediterranean.
EU relations
with the countries of the Southern Mediterranean and the Middle East
are now directed by the European Neighborhood Policy (ENP) and the
cooperation funded by the European Neighborhood Policy Instrument (ENPI)
that has been launched in 2007.
Comments: Update; at the conclusion of the Euromed Lisbon meeting the objectives of this partnership still remain. By 2010 the EU wants to create “a Euro-Mediterranean Free Trade Area - the largest free trade area in the world covering more than 740 million consumers” and “peace, prosperity and security for the region”.

In my opinion there are two possibilities that could be the confirmed covenant with many that is mentioned in Daniel 9:27. The first is the European Neighborhood policy (mentioned above) and the second possibility is a future peace agreement between Israel and the Palestinians. The ENP agreement has a seven year time frame under the ENPI lasting from 1 Jan 2007 – 31 Dec 2013 and it is an agreement with many. The ENP is a strengthening of the Barcelona process that was launched in 1995 and (as it is mentioned above), EU relations with these countries are now directed by the ENP. Both of these partnerships were the brainchild of Javier Solana.
A peace agreement between Israel and the Palestinians must have a timetable of seven years. It must be an agreement between many and it must also confirm a covenant that was already agreed upon. The only possibility I can think of would be the Oslo agreement? I do know that the Palestinians are looking for a time table of some sort Palestinians want state in six months and that Javier Solana will be in Annapolis. Right now there is one common denominator on both of these possible “Covenants”…
Two days ago Javier Solana said (article here 6 Nov) “The EU's foreign policy chief, Javier Solana, said the Barcelona process could act as "a catalyst for peace" in the Middle East, noting that the EU-Mediterranean partnership is the only international forum in which Israelis and Palestinians come together to discuss regional issues”.
Only a couple of days ago (WWN article 5 Nov) I said that “it is worth watching to see if the Euromed partnership and (or) the ENP will have any impact on the peace process, or Visa Versa”.
Keep an eye on Javier Solana at Annapolis.
