EU lawmakers call for new energy supremo post

26 September 2007 – European Union lawmakers called on Wednesday for the creation of a new post to ensure better coordination of energy and foreign policy in the 27-nation bloc which relies heavily on imports for its power.
In a non-binding resolution, the European Parliament said the new energy supremo should report to the bloc's foreign policy chief -- a post currently held by Javier Solana -- whose own powers are to be strengthened under a planned treaty reforming the EU's institutions.
"I realise there is still a long way before a common EU energy policy is created but I am happy that this first step was supported so widely," said Polish deputy Jacek Saryusz-Wolski who drew up the resolution.
The parliament said the new official would help the EU speak with one voice on energy by offering stronger links between the executive European Commission and national governments.
"The EU's growing
dependence on external energy supplies, largely from undemocratic
and unstable countries, and particularly gas dependence on Russia,
is worrying and may harm ... the overall security of the EU," it
said in a statement.
Comments: Part I. When the new Energy Supremo is created, he will still have to answer to Javier Solana as the first article mentioned. Almost all high profile positions in the EU already answer to Javier Solana anyway. As we know and like the first article also mention and makes clear is that Javier Solana’s position and “own powers are to be strengthened under a planned treaty reforming the EU's institutions”
That treaty or revised constitution (which it is) will be ratified by June 2009. That is the target date they hope to achieve and any delay will set them back 6 months or even a year. The Treaty on the European Union (TEU) will have many changes but the first change is that the distinction between “Union” and “Community” will disappear, being replaced by a single “Union” with a single legal personality. It will have an elected President of the Commission serving for a 2 ˝ year period and along with him a Foreign Minister. But what has not been decided by the Intergovernmental Conference (IGC) is to settle when the first (Foreign Minister) High Representative is to serve from. That could be key to bible prophecy and if “this” appointment coincides with the middle of Daniels 70th week (7 years) then my guess is that the powers given to the High Representative could be what Re 13:5 is telling us about that post. Keep an eye on the ratification of the EU treaty.
The next key date is… The Intergovernmental conference (IGC) aims to reach an agreed text in time for the summit in Lisbon on 18 and 19 October.

26 September 2007 – The Labour Party in the Dutch parliament has decided to avoid another referendum meaning there is now a majority in the parliament for escaping the 62 percent 'no' vote from the 1 June 2005 referendum.
This is a sad state of affairs and could turn voters against parliamentary democracy. It is refreshing that Dutch former EU commissioner, Frits Bolkestein, has spoken out in favour of asking the people.

It is simply not credible that the Dutch government can describe the
Reform Treaty as not having constitutional elements. The
constitutional elements have not been withdrawn. Instead, they are
"hidden and disguised", as stated by former French president Giscard
d'Estaing, the father of the original constitution.

Reform treaty above Dutch constitution
The original constitution plainly stated that EU-rules have primacy over national law. This article has not been deleted. It has been moved to a footnote and made more difficult to find and read.
But if there is a conflict between Dutch law - or the Dutch constitution - and EU law then the law from the EU will prevail.

Foreign minister
The title of EU foreign minister has been changed to High
Representative for Common Foreign and Security Policy. It has
been worded so long to allow newspapers to write the short version:
foreign minister.
Javier Solana, the current EU
High Representative will be in charge of an extended common
foreign office with a bigger diplomatic service and a joint defence
policy. He will represent the Union
together with the new common President and prime minister
(Commission president).

The
advisory European Parliament
The core of a democracy is the possibility to have elections, gain a
new majority and then have new laws.
This core is missing both in the original constitution and in the
Reform Treaty.
The European Commission will still have
a monopoly to propose new laws and there is no longer a
guarantee for a Dutch commissioner.
Most laws are prepared in the 3000
secret working groups in the Commission and decided in the 300 other
secret working groups in the Council. Elected members of
parliament can only propose amendments to the non-elected civil
servants and ministers who decide the vast majority of laws on their
own.

Comments: Part II As I said above, the EU treaty will mould the EU into a single “Union” with a single legal personality. But taking a closer look at this article we see that the European Commission will have “a monopoly to propose new laws” we know that the Foreign minister will have unprecedented powers in this new union. This position will combine the roles of the Commissioner for External Relations (currently Benita Ferrero-Waldner) and the High Representative for CFSP within the European Council. The High Representative will be supported by a new External Action Service (comprising EU diplomats from the Council and Commission and from national governments) and will be the permanent chair of the Foreign Affairs Council. He or she will speak for the EU externally, instead of the current trio of Solana, Ferrero-Waldner and the Presidency’s foreign minister. In other words, the High representative will also be Vice President of the European Commission and have the monopoly to propose new laws and unprecedented powers. He will answer to no one.
What I find interesting is that both Re 13:5 and Da 7:25 tell us that this person will be in power for 42 months (time and times and the dividing of time) and without the EU treaty none of this would be possible. Not even the formal name change that I believe is also significant, “High Representative for Common Foreign and Security Policy”. Policy is only in the King James Bible one time.
Note: “What has not been decided by the Intergovernmental Conference (IGC) is to settle when the first High Representative is to serve from”.
The Key to that question may be in the European Neighbourhood Policy. The stage is set but the timing and events will only fall into place according to God’s time clock. Let’s wait and see what happens.
